Couldn't clear cache and now can't login after update 5.6.2.1

Hi, i made a bit of a mess on a client site after an update to 5.6.2.1 ;^)
After updating i could't clear my cache, sort of permission problem. Setting folders and files to 777 didn't solve the problem.
So i removed the cachefiles on the server, also tried to remove the tmp files, because there were files related to old blocks i don't use anymore; some are deleted, some i couldn't.
That was maybe too bold.. I can't login anymore, saying my browsers cookie function is off, what isn't the issue, and this is what i get:

i'm afraid i have to rebuild the site, unless...
