OK This should be simple.
It the updates folder I have:
concrete5.6.2.1_updater
concrete5.6.3.1_updater
I know well enough that I can not delete the folder "concrete5.6.3.1_updater" because it uses them files. But what about the old "concrete5.6.2.1_updater" folder? I assume there is no attachment there?

I can't give you a definitive answer (hopefully someone else can), but my initial thought would be to be careful with that because 5.6.3.1 might be using some files brought in by 5.6.2.1.
I was wondering, so I have not deleted it yet.

As long as you are running the later 5.6.3.1 update code, you don't need to keep the 5.6.2.1 update directory.
To be safe, start by renaming the directory you are thinking of deleting. If everything continues to work OK, in a couple of weeks you know you are safe to delete it.
