Install readme outdated

I followed the steps in the INSTALL file in the root of archive.
and when I browse to concrete5 on server, I get following error:
Web Server Access to Files and Configuration Directories:
The /config, /packages, and /files directories need to be writeable by your webserver.

is there someplace to report documentation errors in a more official capacity?

Easiest way would be to fix it, and make a pull request of that in github. I think that these kinds of changes would be quite easily pulled into the core.

Second most efficient way to report this "officially" would be to contact user @julia with PM or with straight email.

But I think reporting on the forums will also get noticed.

Great!
For the INSTALL readme, a git pull request seems like the best route.
And I'll just keep a running list while I work and send it in as one item.
(so I don't bombard anyone with ' ...and this is different, and this...' )
