installation 777, also is it possible to place files outside of /public_html

Hi,
I just installed on my local server and it's running okay.
I notice some of my folders HAVE to be 777 (i.e. my uploads folder) when I try to make it something lower (666 or even 755) I can't seem to upload files?
Because of this, I was wondering if there is a way to place writable folders outside of my "web" folder on my hosting service (public_html)? Is this just a matter of changing the config file or is it something more complicated?
