Installation Problem New Release

On this new install admin seems to login but does not get the EDIT option on any page. This started on a previous install. I could not believe the fact that the EDIT disappeared. I uninstalled, deleted the site, totally reinstalled. still has the same problem. Is this a level problem?

Have you tried showing errors on the page, to see if it provides any more clues?
