What version of Concrete5 are you starting with and what version are you trying to go to?

I am currently running 5.6.2.1 upgrading to 5.6.3.2....the environment settings show me having 5.6.3.2.

If you made a database backup before you started and can revert back to 5.6.2.1 I would do that, then you need to upgrade to 5.6.3 and then 5.6.3.2, there is something in that 5.6.3 upgrade that needs to run before you can upgrade further.

Thanks. I did make a backup before I installed the update. It's on my work computer so I will reinstall it on Monday and then follow your steps. It's funny that my site works fine but the Dashboard "Search Users" gives an error. There might be other errors in Dashboard but everything on the site runs OK.

Dropped all current tables, installed backup. Everything works except for the the "Search Users" in the Dashboard. I get this error:

An unexpected error occurred.
Unable to get permission key for access_user_search_export

Any suggestions?

It looks like you're not the only person to get this error.
