Is it safe to delete the files inside the "/files/trash" folder?

I can see some old subfolders inside the folder /trash but I can´t delete them.
It would be safe to delete them if I could?

That directory gets filled with temporary files that are used when downloading things from the marketplace, or when you uninstall an add-on/theme.
It's much like the Recycle Bin in Windows, it's a double check that you didn't delete something you really wanted to keep.
If you can't delete the files, you might want to check that you have the file system permissions to do so. Changing these permissions would be something to ask your webhost.
