Need advice before start building a new site

My old site couldn't be updated to newer versions of Concrete 5 and PHP so I intend to build a new site. Which versions of Concrete5 and PHP are stable options to be used that also have a good upgrade path for the years to come?

Use the latest version of Concrete (8.5.4). I recommend going with PHP 7.3, as it is currently the most stable, and is faster than older PHP versions.

I am running multiple sites on Concrete 8.5.2, with PHP 7.3, and have no issues.
