not able to save my theme at install

I am receiving an error message whenever I try to install Silence theme into my newly created C5 website

I first assigned silence then accessed my website,then went to extend and hit download and got these messages

I do own several licenses and when I attach one of them to this website and try to extend and download into the site as I have done b4 with others i get this error message and linking

concrete5 was not able to save the package after download.
(I checked my server and files and it is true there is nothing in packages or themes for httpdocs.)

i do not understand how this si happening. the only thing I can think is some write permission might be wrong or something

I have my own VPS so have access to everything...

can anyone help solve this. this is strange never had this problem before.

I just tried to see if I could isolate silence and see if it was the theme itself.

I untied it from my website and associated another theme and tried to download and everything is happening the same

so the problem has to be inside my C5 install etc. i am using V 5.6.3.3 for this install
php V 5.3.3 on my VPS

What is the "folder" permissions on /config, /files and /packages folders?
It seem to be a file permission problem.

hi folders set as required

write permissions granted on all 3 dir provider - rwx group - rwx other - r- x

standard set up for directories under httpdocs

am having my VPS managers review the error message and see if tied into other issues

so covering all angles i can

any other ideas???
