Here is what I have in on my host:

Yet, the installation check for Internationalization fails.

The PHP configuration for the command line version can be different to that used for running PHP through the webserver. Note that your .ini file appears to have 'cli' in the path, suggesting it's the command line interface ini file specifically.

I would recommend using a quick phpinfo script and running that to check what config is actually in place for web requests.
