Toolbar missing buttons new install

Hello all! I'm a new user and new to concrete5. Brand new install today. I don't seem to have the options that are documented in the help and in other examples.
The concrete toolbar only has Edit/Editing, Dashboard, intelligent search, and Sign Out
No other buttons are displayed.
I changed themes, reinstalled, tried different admin accounts.
There's supposed to be a button to add a block and other options, correct?

To add a block scroll down and you should see something like "Add to Main" which should allow you to add blocks.
