Wamp - MySql - Error

Hello everyone

I followed every steps carefully not once but twice. I am up to step 4 where I downloaded Concrete5, zipped all contents to my wamp www folder I created.
From this point, I cannot install Concrete5, and wamp server logo shows yellow.
Tried to fix few things but still no luck with connecting phpMyAdmin as MySQL said:
#2002 - No connection could be made because the target machine actively refused it.
The server is not responding (or the local server's socket is not correctly configured).
Did anyone of you encounter this problem? How did you resolve it?
