Problem with character encoding

I have problem with sites character encodings.

If I go to the Dashboard, the scandinavian letters (ä,ö) display fine.

But if I open the site, the letters are not working in the concrete5 toolbar. See the attached screenshot.

I have checked that all my theme files are converted to UTF-8 and also I have this line in .htaccess:
AddDefaultCharset UTF-8

We recently moved servers and also updated PHP.

Got this one fixed also.

It was a php.ini setting problem.

What did you change in php.ini? I'm experiensing similar problems..
