UTF-8 not working on UI and TinyMCE (scandinavian alphabet)

This weird problem came to being 'as itself'... It wasn't there before and now the client complained about it. No upgrades to the system has been made. I just upgraded the system to the newest version and the problem still persists.

Do you have a charset defined in your browser settings that is other than UTF-8?
Its set as Unicode / UTF-8

OK, might be something related to your server settings.
One more thing you could try is to delete the current translation files, clear your cache and then make sure that the translations are not loading anymore by checking some page through the interface. And then after that, download the latest translation file and add it to the translation folder.
I don't think that would solve the problem but it's one thing to try. Other than that, I'm out of ideas, so it's up to debugging the situation on your machine. I would GUESS it's some setting on your server, some additional library between concrete5 and the server or some missing PHP library. And this guess is based on the provided information as it sounds a lot like something has changed in the server setup, e.g. the service provider has upgraded the server software or done some configurations changes.

Also these characters get screwed up... But not every time, weird.
