Need a freelance go to developer for current client (small needs) ongoing as well as a kick ass developer for 4 big projects this summer

I run an agency in the Bay Area and am in the market for one or more developers. My last guy was with me for 5 years, and he was mid-level and did all my work, so ideally I'd love to have another go-to developer for everything, mid-level or higher to:

1. do ongoing troubleshooting for clients currently on C5 - probably about 5 hours a month on average, sometimes up to 20, some months nothing at all. We usually know a few weeks in advance if it's going to be a bigger month.

2. This summer we have 4 major projects going on - 1 simple brochure site with photo / video carousels, 1 site with translations, some converting static sites to responsive or adaptive and one larger one with a lot of custom parts. So this would potentially need 1-2 developers - one main one to do the bulk of the work and one high level person to help with the animated add-ons.

We need to submit pricing asap - we're a branding agency with a high level of design and need our developers to have a good eye, work really well with grids and under design supervision (luckily most of our designers learned to hand code at some point in their careers so have a broad understanding of usability and what developers need). Freelancers only, please - we don't like to work with folks that have full-time gigs and develop on the side - it makes things too complicated to be the #2 priority. Totally understand that we won't be your only client since we don't have enough work to keep on anyone full time but with the amount of stuff happening this summer, we can probably keep you working solid for a few months!
