Needed: Login Block Showing User Profile Picture

Hello,

I need a simple blog that will reside in the top right of a website.

WHEN NOT LOGGED IN:
- Will display ICON + Login Link

WHEN LOGGED IN
- Will display users PROFILE PIC + Logout Link
- Will display "Welcome, NAME"

-->Can you create this?
--> Cost to create?
--> When can you turn it around?
