I think you can start with that and when it's time to put content on the page, it depends on the situation whether you should do a custom import from your other site or is it easier to put the content manually.

For smaller sites, by no doubt it would be easier to import the content to the new C5 site manually. If bringing the content would take more than 1 day of work, then I'd start to think about automatic importing tool customized for your purpose.
