Website rebuild, c5, PSD, PHP, HMTL, CSS

Hi, I have a website currently already live, but my client does not like the layout, CMS and there are lots of bugs in its functionality. We have already got our own C5 skills in house, but, we have a high workload at the moment and we possibly need to hire extra resource to do this project.
At this point we have a scope document, and some new PSD designs that we are awaiting signoff for. The client wants a highly responsive multi-channel web page.
Key things to note:
Site includes: User Registration/Membership
Integration with a payment API
Gallery for users to upload their work
Web shop
Chat forum
Various Social Media Integrations, mainly Twitter
We are looking for someone that can help us with initial conversion of the new designs into C5 templates for easy and intuitive CMS for the end client. We have got access to existing code for CURRENT page, although we think there are a lot of problems within it.
