Login issue - cookies

I have never had this problem before but C5.6 shows this when I try to login:
"Your browser's cookie functionality is turned off. Please turn it on."
But I already have cookies on. Any ideas to overcome this?
Doesn't work in Chrome or Brave browsers. Site is not on secure server at the moment.

Try clearing out your root/files/tmp folder, the cookies are stored in that folder and it could be extremely bloated...
Any chance you might respond to my last post?
Maybe some users are still having issues with notifications.
