How to provide discount to specific reviewers

Hello,

We are looking at providing a 25% discount of their next purchase if they provide a review on the marketplace.

We have found the Special Offers, and found the place to create them, but where can we configure to provide the special rate to specific users?

As far as I know, the closest you can get is creating a new special offer for each customer of size 1. Bearing in mind the amount of time with clunky tools involved in doing that, and that special offers can't be filtered or deleted once created, I don't know of anyone who actually bothers.

We have asked for similar in the past.
