My Block now works great but only for the person that installed it into the page.

Is this a block permissions problem? Can blocks have limited permissions by default? Is there a way to programmatically fix the permissions of a block?
I am really embarrassed about this rookie mistake. You have to approve the new version first before logging out. I was tired from hacking on this project all day long. It was a good night's sleep that fixed this problem.
