How do paid themes/ add-ons work?

Hi I'm just wondering what happens when you buy a theme or add-on.
Say I buy a theme and build my dev site with my dev url, can I then use the theme on the live site too, or does that need a separate licence?
Or are you free to move a licensed theme from one domain to another?
Also does the theme code download to your server or is it loaded remotely? ie can you see how the theme is built, and alter it, or are restricted in what you can do with it?
