Admin rights not working

I am included in the administrators group on my website, but I still don't have access to any file permissions. (See file attached.) This is a new website we are building, so there haven't been any upgrades in the meantime (I saw that as a possible source of the problem in the forum. It is being built on 5.6.3.3.

Any help?
