Cannot publish page (login as user)

My method of publishing page (login with user accounts in concrete 5.8) is not working


Log in as user "office".
Pages -> New Page -> Page : goes into page edit mode with no settings icon in menu bar.
Add some content -> click pencil icon : gives left panel only showing version Comments box and "Save Changes" button.
Click "Save Changes" : notice saying "Page Draft.This is an un-published draft." Page appears on drafts list but cannot be published.

I've got the same problem with 8.1 (not advanced permissions)

What I did:
> Create a new group
> assigned a user to it
> Changed site access in Systems & settings for this groups
> Page types, set permissions for this groups
> in Sitemap on pages I have set Who can edit this page? for this groups

Switched to advanced permissions.

Went to drafts, and changed permissions for Approve Changes.

This is an old thread but it came up in search results so I thought I would add to it.
If your users with 'editing' rights can create a page but not publish/delete it, you probably need to do this:
View full sitemap → Options → Include System Pages → Drafts → Permissions → add your ‘Editors’ group to list who can edit the page.
(Advanced Permissions not required.)

without advanced permissions, i had setup so that 'writers' group could create and edit pages, but that they would have to be approved by the 'editors' group. well i've managed to break that somehow. i followed your steps in an effort to reverse what i had done, but it didnt work. any ideas? on v8.
