File Sets Not Updating

I am no longer able to select and update file sets for a file. When I try I get a spinning 'busy' icon and eventually have to close the window. Any suggestions? The sql database has grown to 22M. Could this be the problem? The tables SystemNotifications, FileVersions, WorkFlowProgressHistory and atDefault seem to be the biggest tables.
