Guest and Registered User groups not in group list

Hello all,
As title states, the guest and registered users groups do not show up in the groups list.
I have tried adding them but then error message says that these groups exist!? Attachments show what I mean...
It means that users aren't being added to the registered users group upon registration and I can't manually add them to that group as it isn't in the list!
Hope anyone can offer some wisdom...
