Help with attachments in forms

We are in desperate need of some help with forms in a website that is due immediately. We can't seem to get a definitive answer from the developer of the form, and it may be a C5 issue, and not an issue with the add-on. Any help we can get as soon as possible would be greatly appreciated! We have been troubleshooting for too long hoping to solve this ourselves. We are not developers, only know enough to be dangerous. This is our fifth C5 website.

We have created our site using the Silence theme, with the addition of Jobs Board add-on. The Jobs Board utilized the simple C5 forms, and we needed something more customizable for this client. We added Formidable 2.1.3 to create our forms. We want job applicants to be able to upload their resumes for review.

1) Currently, when the application is submitted, the application is not going to the email address that is supplied in the required field. The only email being sent is the thank you message to the submitter. This is a new problem - it was working previously.

2) When we test the File(s) Upload element (when the issue above was not happening) in the form everything seems to work okay except the emailed attachment. The uploaded file is entered with the correct name and size but it is not an active link to the file, it comes in as just text. When, for example, we attach a pdf titled "resume.pdf" to the form to be sent with the email, when the recipient receives the email they cannot download the pdf because at that point it isn’t an attachment - it is just reads as text with the name "resume.pdf". I need to know how to make sure the resume file itself comes through as an attachment. (We also had to add the asterisk for required files as an image attachment because we couldn't seem to make that work, but that is another issue.)
