Page list "by sitemap order" show wrong order of the nested tree

I understand this is "flat" but i want to show my page list flat tree by its order.
Example:
1. Home
2. About
--- 2.1. (nested) Who we are
--- 2.2. (nested) Our services
3. Contact
Add Pagelist block --> order "by sitemap orde" --> get other order.
If so whats is "sitemap order" option?
