pages have old content when not logged in

I was really hoping to have a better problem to post my first time. Oh well...

So I have been updating my template with the clients new header and styles. I changed some editable areas from new Area to new GlobalArea for the logo, the title, and some global navs. It looks great in the logged in version. When I log out, eesh what a mess. I have old links, old title and old styles. I've cleared my cache in Concrete5, in my browser(s), I've checked to see if I have approved the latest versions (yes), I've checked my permissions (good).

I've disabled the css to see if the old content appears in the html code which is does not.

The site urlhttp://www.conf.gnsi.org. I am attaching two screen shots - one logged in, one not. Help would be most appreciated.

Just peeked at site with Chrome dev tools and noticed you have 2 overlapping divs. Did you leave the old one in place when creating the new Global area? It shows correctly when I delete out the old 2012 area div.

Yeah, I've been getting this since moving to 5.6.1(.x). Obviously, it has something to do with caching, but not exactly sure what would be causing it.
