I am having an odd issue in our Concrete5 install. When I click the "Preview as User" button, the normal preview pane does not appear, and the page is submitted for approval, even though there is no workflow attached the to page.

This happens when I am logged in as a user, and as "admin".

The security on the page is:

Workflows are defined, but not for the current page.
Advanced permissions are configured.
Current page permissions
View Guest
View Versions Administrators
View Page in Sitemap Administrators Editors Approvers
Preview Page As User Administrators
Edit Properties Administrators user1 user2
Edit Contents Administrators user1 user2
Edit Speed Settings Administrators
Change Theme Administrators
Change Page Type Administrators
Edit Permissions Administrators
Delete Administrators
Delete Versions Administrators
Approve Changes Administrators
Add Sub-Page Administrators
Move or Copy Page Administrators
Schedule Guest Access Administrators

To reproduce the steps, I can:
Login as "admin"
Go to Page
Edit Page
Add Block to Page
Click Edit Bar -> Editing Button -> Preview as User
I do not get the Preview as User pop-up, instead I get a message via the
blue alert bar telling me "This page is pending approval." and giving me an Approve Versions button

However, if I go to the page, do not make any edits, and click the preview as user, the preview pane appears as expected.

Any ideas?
