Sign Out always available

The online documentation states:
The sign out button will only appear to users that can edit the page, so you shouldn't count on users being able to sign out if they want to just from this link.
We are currently running v5.4.2.1. Is there a way to have the Toolbar always on so that the Sign Out is available all the time? There is no other indicator that a user is logged in unless he happens to be on the page he can edit.
