Tag block doesn't display tags

I had an original problem with tag block returning error, see original discussion athttp://www.concrete5.org/community/forums/customizing_c5/tags-block... What remains to resolve now is why the tag block doesn't display any tags. I've added the Tags attribute to a number of pages, and added tags, and yet they don't display in the block when I add it to a page. Has anyone else had this problem?
