The editing toolbar bottons missing, except in dashboard

Hi!

The site is running 5.6.3.3 since May without a problem, but I was recently notified the all buttons on the toolbar are missing. There's just a white bar on top of the page.

I checked footer.php, and I see <?php Loader::element('footer_required'); ?> right before </body>
Also checked header.php, and <?php Loader::element('header_required'); ?> is in <header>
There's no Javascript loading on header.php, footer.php, nor my page type used.

Pretty much same as before. Someone was able to edit the page just few days ago, and all the sudden this happened.

We are using Bluehost, and we have 3 domains in 1 account.
At first I was suspecting EventPro add-on since we had a few problem in the past.
However, another site on the same account is using the same add-ons with same version, running the same version of Concrete5, 5.6.3.3, is working fine.

Since active updates on the site were only adding events, I try to delete the event page itself and see if it makes a difference.
Then I noticed the contextual menu (http://legacy-documentation.concrete5.org/application/files/9414/4779/0655/sitemap_ContextMenu.png) isn't displaying in Full Sitemap on Dashboard. When I click the titles, nothing happens.
So I can't edit or delete any page.

Does anyone have any idea what's going on?
