Can you make a user a member of a group for a fixed amount of time?

Related to this, is it possible to send out a group email to a group of users in a concrete5 site from the dashboard?

You can set time limits on groups. Just go to '/dashboard/users/groups', select the group and set your limit in the Group Expiration Options.

There is no built-in option to send out bulk emails through c5, as to answer your other question.
