"Add Group Set" dialog does not scroll to accommodate long groups list

The "Add Group Sets" dialog height is set to 'auto'. So it will be as high as the form list of groups inside it requires it to be. The problem is that with many many groups and a smaller monitor, some groups will scroll off screen and the "Add Set" button will also scroll off screen and be unselectable.

For example, with a 592px high screen (Chromebook) I can fit
10 group names before the groups scroll off screen (some of the groups have long names).

A proper solution probably involves fixing the dialog, but this small hack on concrete/single_pages/dashboard/users/group_sets.php will at least let you have a scrollbar.
