Asset delivered for block when theme provides the asset!!

My theme provides Font-Awesome 5.11.2 with v4 shims (from font-awesome) being added if the menu is visible. This isolates the theme from Concrete5's (rather out of date) font-awesome package. Yet, upon editing a feature block the block's requires override the provides of my theme and the asset is delivered, which causes problems on the UI.

My page_theme.php contains:

The features block under both edit() and registerViewAssets() include the line $this->requiresAsset('css', 'font-awesome');

Chrome Developer mode network monitoring shows this asset being delivered when a new feature block is added. However, it should not be delivered as it is provided by the theme.
