You can add a "view.css" file to your block's directory (for example, if your block handle is "my_custom_block" then the block directory is SITEROOT/blocks/my_custom_block/). C5 will automatically load that file when the block is viewed.
However, I personally prefer to just put all CSS in my theme's css file to reduce the number of http transfers.

Hi Jordan
I would normally add css for the custom block in my theme's css but I tried adding a view.css in one of my custom blocks but it is somehow not having any effect. I thought it should automatically activate view.css once the file is there. Not sure if I am missing something.

Only thing I can think of is if you have caching enabled (either via the C5 dashboard, or your browser's cache). Otherwise, I'd just go ahead and put the styles in your theme css.
