Not being emailed despite monitoring discussion category

We have an 'announcements' category in our discussion forums. I've clicked 'monitor' on that page, and see a DiscussionTrack has been added to the database with the correct cID of the category page. However, I'm not notified of new DISCUSSIONS in the category, only new REPLIES to discussions in the category.
Is this a bug or expected behaviour? I would like to be notified whenever a new DISCUSSION or REPLY is added in the 'announcements' category.
NB: I'm the site admin - does that make any difference?

If you're set to track that forum, you should get notifications of all new topics posted there.
Do you see the emails in Dashboard > Reports > Logs? Filter for Sent Emails and they should be in there like so...
