To make a topic 'sticky' (referred to as 'pinned' in the attribute), you can navigate to the full sitemap, drill down to the topic page you want to pin, choose "Properties > Custom Attributes" and check "Discussion Post is Pinned." Individual posts in a topic can't be pinned, however.
