Images not displaying in correct order

I have repeatedly tried to reorder the images to display in a timeline type scenario. Everytime I save the edits, it comes up completely different on the actual page. Any help with this?

Also, the larger images are dropping down and covering the thumbnails. Why is this and how can I fix it?
