This addon allows for specifying certain users to access the site while sending others to the maintenance mode page.

NOTE: This is a replacement for maintenance mode and you need to disable thedefault Concrete5 maintenance mode while using this

What's the point of adding all of these options for maintenance mode?

One of the reasons is to allow for use during initial site development.

Clients can have access to the work in progress while sending other site visitors to a "Coming Soon" page or even a registration or mailing list signup.

Another possibility is if a piece of offending content gets posted in several places by rouge editors and the site needs to be taken down while it is checked and the content is changed or removed.

Also there is the simple reason of wanting a more personalized maintenance mode message while taking the site down for maintenance.
