Yes, Package Designer works with Block Designer and with Block Designer Pro. You will have to use the latest versions of all Add-Ons, to be having a full compatible "pack". I've pushed some updates a couple of minutes ago for you, to fix little things (requiring assets such as Javascript and stylesheets).
