Can't get it to show all by default

I'm using tags to filter the list but leaving the default as blank, so I'd expect it to show all. It doesn't.

Is this possible?

Yes, that's the way it should work. Are you using the 'select' attribute type for the tags or something else? Are you setting up the filter as 'matches any from querystring'?
