How does this package work?

I installed this and the Page Selector package, but I'm not sure how it works. Is it suppose to add a page attribute? I've been having trouble getting external links to open in new windows and thought this would help.

This adds a page attribute that allows you to select another page on your site, then when anyone visits the page with the property set, they are redirected to the selected page.

This does not affect opening links in new windows at all

Thanks Mnkras. Now I just need to figure out why this external link thing doesn't work.
