Can transition effects be turned off?

I'm interested in the theme but the transition effects when opening a menu, switching a tab, etc. are a no-go for me, as I'm planning to use the theme in a company intranet with slow thin clients.
Is there a central place where these can be easily turned off?

different element use different technic to add animation (js or css). It's easy to find it.
