I created a new page named "Register", alias "register". I put some block content in the main content field and published my changes. The page that subsequently displayed, or my apparent just-created "Register" page looks like this:

When I log out and view "Register", it displays the same empty page with the concrete bar at the top. This page is hosted with Dreamhost, which might have to do with it, but I don't know...

I was using Firefox to create the page, but Opera (as seen in my attachment), Firefox, and IE viewed the empty blank page the same way.
 

register is already used by the cms

Concrete5 is utilizing a path called register, you can see the rest in concrete/config/theme_paths.

Try naming it something different like /join or /new_account etc...
