Admin does not appear to have full Administrator Permissions

The installation of 5.7.5.9 went without a hitch (done it several times recently) but I have a problem.
Although the Admin user has access to the dashboard, can do various things like install new themes, the user cannot access the sitemap or edit pages or much else.
I have seen (once before) a situation where the Admin user was not in the Administrator group - once added it was ok.
This time though I cannot get access to the function to add the user to the group - so I am stuck.
Happened twice now - Any ideas?
