Permissions for "New Page" icon

How do I set permissions for accessing the "New Page" icon (second from the right) in the toolbar in 5.7.0.4? I don't see an entry for it in the site map. When I add a user group with limited permissions, but access to the Dashboard I get an access denied error when I open the panel.
