Posting content w/ image by non-administrator possible?

I have been trying to find the right theme or addon for a neighborhood website project that I am working on. This project is for my neighborhood civic association and will serve as the pet-finder site.
Basically what I would like the site to be able to do is as follows:
If someone lost their dog (or found one that is lost) in our community, they would log on and click either “found a dog” or “lost a dog”
Each page will direct the user to a page where they are able to enter information about the animal lost or found in a field block. A photograph file would also be uploaded in the form as well so that it could visible on the site. Is there a theme or plug-in that allows on site posting of forms by non-registered users that would then instantly post to a pages content blocks?

I could be wrong, but as far as I know the data display block is for adding data in the dashboard, not for end-users to upload their own files.
lawlala, you can use the built-in form block to enable file uploads by non-registered people -- just add a field of type "file upload". Now I'm not sure how this file would get displayed on a page -- but if this is a low-volumne site for your neighborhood perhaps you could just post the images they upload when you see a notification email come through?

Thank you for your response. I agree. I think I am just going to manually upload it. How many dogs could get lost in this neighborhood anyway.

Data display wouldn't work
With data display you are able to create list templates and displaying submitted forms on your page, not dashboard only!
