In v8, you can whitelist IP address ranges. I would see if that does what you are looking for.
Dashboard > System & Settings > Permissions & Access > IP Blacklist > View button > Whitelisted IP Addresses
"whitelist only selected IP addresses: that way, the login is only allowed from those selected addresses."
